Regulatory Agency Paper Essay

The agencies that are in charge of monitoring health care facilities and practitioners are known as health care regulation agencies. These agencies also provide the organizations with information about changes in the industry. At the federal, state, and local level the agencies establish rules and regulations that health care organizations have to follow mandatorily. Some agencies, especially those that provide accreditation for health care professionals, require no mandatory participation. The objective of this paper is to examine one of those health care regulatory agencies; the Centers for Disease Control and Prevention. The audience will learn more about the history of the organization as well as responsibilities and effects of this agency on the health care industry. The Centers for Disease Control and Prevention (CDC) was created on July 1st, 1946 under the name Communicable Disease Center in Atlanta, Georgia. The whole organization occupied one floor of a small building. The f irst goal as an organization was simple; it was to prevent malaria from spreading across the nation. As a team with this goal the CDC was armed with a budget of $10 million and less than 400 employees. The founder Dr. Joseph Mountin continued to advocate for the public and its health issues, he pushed to have the CDC extend its responsibilities to other communicable diseases. Today, the CDC is one of the major operating components of the Department of Health and Human Serves and is recognized as the nation’s premiere health promotion, prevention, and preparedness agencies. (Our History – Our Story, 2013) This agency is not just focused on the disease and prevention either; their focus goes beyond that to addressing the issues, and including mental health and cancer research. Of all the organizations on all levels of government, the center for disease control is the most widespread and effective due to the amount of responsibility and information that is relayed and provided, and the  speed in which this is done. This organization runs on all levels of government, and must provide up to date factual information at all times. With the goal to educate and raise awareness of disease, death rate, precautions, and many other public health concerns there is a huge responsibility to ensure accuracy and effectiveness on all areas. The CDC is a 24 h our job; the organization is constantly working to protect Americans from health, safety and security threats both international and local. Whether disease begins at home or abroad, acute or chronic, treatable or terminal, human error or deliberate attack the CDC fights disease and supports the community and citizens to do the same. Most recently in the news there was an instance of an Ebola outbreak in West Africa. This is not a huge concern for most of us that aren’t traveling there, or don’t have family that travels back and forth, but for the Center for Disease Control this was a huge concern. This was the largest outbreak in history, and also the first on in Africa. The threat to the US is small, but the CDC being a national organization focuses on alerting us even when the threat is elsewhere and they also help provide facts and information. With this outbreak the CDC started working with other government agencies including: the World Health Organization, and other domestic and international companies to help activate the Emergency Operations Center. This is done to help coordinate technical assistance and control activities with partners. The communication between government agencies during these times is crucial to ensure supplies, shelter, medication, and assistance is provided when needed. The Center for Disease Control has ensured to deploy teams of public health experts to West Africa and will continue to send experts to the affected countries. This is evidence of the miraculous team work that begin with the CDC. Without the technology, information, and ability to coordinate countries, and public health experts, West Africa would be suffering more struggles than what this outbreak has already caused. (2014 Ebola Outbreak in West Africa, 2014) The Center for Disease Control is one of the most major operating components of the Department of Health and Human Services. The organization uses grants and contracts to fund 85% of the costs to promote health and quality of life by preventing and controlling disease, injury, and disability. Each year, the CDC awards approximately $7 billion in over 14,000 separate grant and contract actions, including simplified  acquisitions (CDC’s Procurement and Grants Office, 2013). Although this is a government organization, there are also state wide and county wide alerts, prevention, and management that are used to focus in on specific areas that may be affected when other areas are not. CDC’s Business Management and Accountability Activities are guided by the following principles: stewardship of public funds, continuously improving customer service and satisfaction, providing the best value for the investment, accountability through performance metrics, job satisfaction through workforce development, and searching for innovation in work processes (Business Practices, 2013). In order to remain affe ctive in a growing society based on technology, the Center for Disease Control has modified the business practices. An example of this is in order to have funding available for future threats, the organization has consolidated all 13 information technology infrastructure services, this in turn reduced operating costs of 21% ($23 Million) (Business Practices, 2013). Another way that the Center for Disease Control carries out the duty of helping manipulate the budget to prepare for any future threats or outbreaks is over the last two years the organization has conducted public-private sector competitions for various functions covering nearly 1,000 CDC staff positions resulting in saving over $40 Million through the development of the most efficient organizational proposals to carry out required functions. (Business Practices, 2013) The Center for Disease Control has a huge regulatory authority to health care. The responsibility to consolidate thousands of disease cases is hard enough, but the CDC must also remain anonymous in some areas to keep the patient’s health record information and personal information discrete, while also alerting the community of a possible disease spread. HIPAA, Health Insurance Portability and Accountability Act, is not only followed by health care professionals, but must also be regulated with the CDC as well. H ospitals must also report to the CDC when certain cases of certain diagnoses come up, and when new threats arise as well. Together the health care professionals and the Center for Disease Control must: alert the community, respect privacy, prevent panic, and provide a solution. These goals are a huge responsibility and yet this organization has managed to provide these services steadily since 1946. The Center for Disease Control has a certification and accreditation process that ensures all information systems  made available by CDC to implement the National Program Cancer Registries, or NPCR meet or exceed the C&A accreditation standards when operated with appropriate management review. It requires ongoing security control monitoring and reaccreditations periodically or when there is a significant change to an information system or its environment. Within the accreditation process there is security certification, which when talking about the Center for Disease Control is a comprehensive evaluation of the CDC’s management, operational, and technical security controls for an information system. This documents the effectiveness of the security controls in a particular operational environment and includes recommendations for new controls to mitigate system vulnerabilities. Security certification results are used to assess risks to the system and update the systems securit y plan. (The CDC Certification†¦, 2012) In conclusion there have been facts supporting the agencies structure, and the history of how the agency became successful in the public health eye. This paper covered the organizations’ effect on health care and improvements to everyday life in multiple communities across the world, and the regulatory authority that the Center for Disease Control has in relation to health care. Although we have many agencies working together toward a common goal of better health, the Center for Disease control definitely holds a high standard of impact. With all of the regulations, accreditations, partnerships, and knowledge that the Center for Disease Control is able to manage and coordinate how did the world of health ever run without it? With these facts, and examples the role and regulation of the CDC is more clear and understood, so next time there is an outbreak in research, or in disease there will be one thing we can count on and that is that the CDC will be on the frontline ready to organize, prevent, educate, and assist in the solution. Shermans March essays Sherman and his 105,000 Union soldiers marched through Georgia and into the Carolinas throughout the month of March. Sherman hoped his "march to the sea" would lower the Confederates morale and help win the war. Sherman and his men began their march in Dalton, Georgia on November 16 of last year. Sherman then spread his army out to a fifty- mile wide diameter and headed towards Atlanta, Georgia. Sherman's men included the Army of the Cumberland, the Army of the Tennessee, and the Army of the Ohio. On March 19 General Johnston attacked one of Sherman's advancing columns. Sherman's men reorganized and Johnston's men backed off. Sherman and his men followed close behind. Due to very poor weather and soggy roads, the pursuit was slowed down. General Betonville Johnston posted his Confederate Army of Tennessee in Dalton, Georgia. Sherman then sent his men around the Confederate's left flank. May 12, 1864 Johnston retreated and dropped fifteen miles south to Reseca, Georgia and took another strong position. Sherman again made a left flanking maneuver. Johnston again avoided Sherman's attack and headed south to Altoona, Georgia. In just one month Sherman and his men had traveled eighty miles in pu rsuit of Johnston. There was continuos fighting between the two sides, but there were no large battles or heavy casualties. On June 27, Sherman once again attacked Johnston at Kennesaw Mountain. Union troops were repulsed with 2,000 killed and wounded. Johnston suffered with 5,000 casualties. Sherman once again shifted into a flanking maneuver, but Johnston retreated. By early July, Johnston had drawn back to the outskirts of Atlanta. Sherman then shifted into a crescent, confronting Johnston to the northwest, west, and southwest. On July 17, Jefferson Davis relieved Johnston of his duties and replaced him with General John B. Hood. On July 20 and 22, General Hood sent his men to strike Sherman's lines, but both attacks were repulsed. On July 28, ...

Beautiful Tragic Love (Creative Writing)

I felt cursed. I kept asking myself â€Å"WHY, WHY DOES THIS KEEP HAPPENING TO ME All men are dogs! I am almost twenty one and I don’t know if the problem lies with me or my family, all I know is that I have given my parents so much problems and so much  pain, I guess my life is a long journey and am finding myself in it everyday. My story began last summer of 2009; I could feel that there was something in the air that day. Birds were chirping, the wind was blowing leaving me shivers down my spine and everything felt so alive. I had been  depressed  for about a year before that day. I was  walking  along  the beach  with my bare feet buried in the sand and the waves of the sea crushing into my feet when my life started to take a turn for the best†¦ From a distance I saw a handsome young man admiring me from far. Our eyes met and it was like nothing I had ever felt before with any of the men I had been with. It was something special. We began  walking  closer together like something out of a movie. I felt on  top of the world for once, my eyes were sparkling and my  stomach  was fluttering with butterflies, as we walked closer and closer to each other. When we became close enough to talk about our personal lives, Will would get on his knee and speak my fluent language, French and say the most  romantic  things. At that point I knew he had my heart. We talked until 2. 00 a. m. The next  morning it turned out that he lives only about ten minutes from where I was living. We started seeing more of each other, Will begin to get serious about us. I fought the depression  that I had and soon I was glowing with life and he was the world to me, he became my anything and everything. We had been going out for about six months when he met my mother. My mother disapproved of Will mainly because she thought I was too young to be in a serious relationship and that I wasn’t ready because this relationship might end up like the rest of my other terrible relationship. Just like any mother she was worried about me but I kept reassuring her that this time it was something different. She soon banned me from seeing him. For a while we went out against her will and had four more months of endless happiness. I had finally met someone whom I loved and wanted to spend the rest of my life with. One day when I finished from work he had texted me to meet him at the same beach we met a year ago. When I got there I saw him standing on one of the big rocks beside the sea, he waved from far and yelled my name â€Å"LAKE, AM OVER HERE! † my heart was beating so fast as if I was in a race. When I got on the rock with him, it was nearly sunset time; he took both of my hands (Oh My God) I screamed quietly inside with excitement hoping that he would say something along the lines of marrying him. He looked at me straight in the eye to show that he was serious, and started saying â€Å"Lake ever since I have laid eyes on you, it’s like you have awaked me from my soul, and I don’t see life without you. He moved on from saying â€Å"Would you like to move in with me? † All I could feel was special, wanted, happy, in love, and emotional all at the same time. Few tears dropped down my cheeks without realizing because I kept repeating what he had just said. No boy had ever said anything like what Will had said. Holding me closer to him I looked him deep in thos e amazing emerald green eyes and answered â€Å"YES!!! † as I fall in to kiss him. Life couldn’t have got any better; we were so madly in love that we couldn’t wait so we got married a few months later. It has been two years since we got married and it feels like it was just yesterday. On our two year  anniversary, I was 4 months pregnant with our first child, so that night he had planned to take me out to a fancy  French Restaurant. As we were leaving we both looked up at the big beautiful moon, it was shinning like a bight, bright light, it was just the perfect moment in my life where I could hold pause forever. When suddenly a man came out of the shadows with a gun, he came took my purse and Will’s wallet. Someone saw the crime taking place and screamed â€Å"STOP† at the man. Everything became a blur as Will threw himself in front of me as the gun went off. I couldn’t believe my eyes, what I hadn’t envisioned in a million years seemed to become a reality. The robber ran off into the night and left Will to die in my arms. I looked down at him and tears started to explode down my cheeks as I screamed â€Å"HELP! † â€Å"SOMEONE CALL THE AMBALANCE! † I held him closely for the longest time as he bled to his death. Right before he died he told me â€Å"We will be  together again†¦ I promise†¦ I love you and the baby†¦and both of you will be always in y heart. † He looked so peaceful and handsome just like the first day I had met him; my heart was torn into pieces as he drew his last breath. He lay there dead in my arms staring at me with his emerald green eyes. I felt helpless as I held him even closer and kept screaming and crying â€Å"NO†¦ NO THIS CAN’T BE HAPPENING†¦NOT TO ME†¦NOT AGAIN!! † He will always be in my heart; whenever the wind blows I can still hear him whispering sweet things in my ear. In case of denial, an individual argues that the stimulus, provoking his anxiety, doesn’t exist. For instance, a father may deny the painful fact that his daughter is raped and murdered. He would behave as if nothing has happened (which protects him from the devastating grief ad depression). A wife may deny her husband’s unfaithfulness. Or imagine a child denying the death of his favorite cat and persistently continuing to believe that the cat is alive. Denial of reality takes place when people insist: â€Å"This cannot happen to me†, notwithstanding the evidences of the counter. This often occurs when people are informed that they have some mortal disease. According to Freud, denial is mostly common with small children and people of older age with low intellect. Hand Glove Controller Rehabilitation Aids Technology DEVELOPMENT OF A HAND GLOVE CONTROLLER REHABILITATION AIDS Muhammad Hafizudin Bin Abdul Manas Abstract A hand-glove with a sensor is developed for rehabilitation aids. The aim of this paper is to demonstrate the hand glove with a sensor that can be used as an input signal for rehabilitation purpose. This project, the wheelchair is used as a mechanism. The project will be control by the flex sensor. This sensor will be guide the wheelchair to move forward, reverse, right and left direction by using the algorithm hand gesture. The Arduino UNO (ATmega328) is used as an interface with the flex sensor and wheelchair. This Arduino will convert resistance input from sensors with analog read to digital read by using ATmega328. Then it will response with the pulse with modulation (PWM) by using driver motor to accelerate the DC motor. The output will give the instruction for wheelchair motion such as forward, reverse, left and right. One of the most common human physically activities are walking. Walking is an important role in human daily. Patient or disable people have this problem need the rehabilitation aids. For example, wheelchair is one of the mechanisms to help the disable people to continue their daily activities. Current wheelchair that everyone uses nowadays it manually controls it with their barehanded or need assistance to move the wheelchair. Many evolution has been tr ansform to control the wheelchair such as powered wheelchair, wheelchair control by using voice commands, wheelchair control by joystick and wheelchair control by pressing button. Wheelchair control by voice command is one of the methods to help disable people. This mechanism is design based on vocal command. There are have several condition to move the wheelchair such forward, backward, right, left, stop, light on and light off. Vocal command has limited and must use the same voice to control the motion of wheelchair. Efficiency to control in silent environment is higher than noise environment [1]. Pressing button also can be control the wheelchair, it been setup in programming to move wheelchair in particular place. For example, when disable people press the button 1 it move to the kitchen or press button 2 moves to living room. The wheelchair it helps with a sensor to detect the obstacle in its path. It follows the line algorithm path based on black and white surface on the floor [2]. An algorithm can be represented of a solution to a problem. The control algorithm is the most important characteristic and the one to consider first. The control algorithm interpreted the true nature of output as a function of the input. For example, algorithm is hand gesture to produce the output. The hand gestures used for controlling robot’s motion, in video games [3] High Level programming language In order to develop a control algorithm, high level programming language is used. High level languages are designed to understand than assembly languages and allow a program to run. The translation of high level languages into object code needs a source code. For example, wheelchair using MEMS sensor has been using c language programming into PIC microcontroller to control the wheelchair motion [4]. LITERATURE REVIEW Hand Glove Control In modern biomedical technologies, a robotic system has been used in physical assistance and rehabilitation such as soft robotic glove. Glove is a portable device that patient can be wear for exercise individual fingers to minimize the stresses on their hand during therapy. The application used new technologies in now days such as The PowerFoot One and Luke Arm. For The PowerFoot One is an advanced complete ankle and foot prosthesis. The user legs move like a normal person walking when their use this product because this product mimic human foot. For Luke Arm device designed to provide a person with a partially articulated robotic arm that uses foot pads to control and move it [4]. Moreover, hand- glove also implemented into control the machine toys such as helicopter and remote car. It uses the same technique that the person wears the glove as the control and use the variables motion to move the machine. The function is similar same as joystick [7]. The same concept applied to this project where the hand glove is used. The hand glove will act as a controller in moving the wheelchair according the movement of fingers. Flex Sensor Nowadays, high technologies used robot to move something and doing a task to replace the human being. Sensor plays important role in robotic. A sensor is device that can measure the motion in high degree. Flex sensors are analog resistors. These resistors work as variable analog voltage divider. Inside the flex sensor are carbon resistive elements with thin flexible substrate. Figure 1 shows degree of bending for flex sensor. Smaller the radius, higher will be the resistance value [8]. From this research, design powered wheelchair which control by using hand movement. Used two fingers of hand gloves are needed to control the wheelchair. Two photodiodes at upper side and two sensors locate opposite side for these two fingers. Microcontroller is programming for different code combinations, it also know as converters from input signal to output, it decoded the signal into appropriate movement of wheelchair with accelerate DC motor. Many researchers [4] [8] used hand gesture to identifying and recognize some form of action without saying it to express the action have their do. Joyeeta Singha project for sign language hand gesture step by step. The system consist five step such as skin filtering, palm cropping, edge detection, feature extraction and classification. Recognize obtain almost 90% for different symbols. [4]. Y Tabata is developing hand gesture for spelling in Japanese language. Creating the hand gesture to obtain the alphabet and numbering to get spelling. [8] The same concept hand gesture applied for algorithm to control the wheelchair movement and motion. Figure 2: Example of hand gesture that cropping [4] METHODOLOGY Project Overview Figure 3: Block Diagram of Hand Glove System Figure 3 shows a block diagram of hand glove system including Flex sensor 2.2 â€Å", Amplifier, Atmega 328 (Arduino UNO) microcontroller, Dual channel 10A motor driver and DC Motor. The input is flex sensor and the output is DC Motor Microcontroller is a main core for the whole that will generate Pulse Width Modulation (PWM) signal to control the dual channel motor driver. Dual channel motor driver produce the output signal to motor from the PWM to accelerate the DC motor slow or fast. The resistance input from sensors will converter from analog read to digital read in binary number by using Arduino. Flex Sensor with amplifier Figure 4 shows the flex sensor connection circuit for resistance to voltage converter. The range resistance of input for this flex sensor is 0 to 10K Ohms. Figure 4: Resistance to Voltage converter connection A negative reference voltage will give a positive output. The output value is produced when the sensor in condition of low degree of bending. The Op-amp is used to produce the signal from the input to the output as a voltage in a wide range. For this project is used is LM324 as amplifier. LM324 consists of four independent, high gains, internally frequency compensated operational amplifiers. Figure 5 shows the performance characteristic of LM324, from this figure 5, the higher supply voltage versus the input voltage. Figure 5: Input Voltage Range vs Supply Voltage Atmega328 Microcontroller Figure 6: ATmega 328 microcontroller Figure 6 shows the ATmega 328 microcontroller’s pin which triggers the signal to motor driver. The generated pulse width modulation (PWM) signal is sent to motor driver from specific pin port. This microcontroller also convert the resistance input from the sensors with analog read to digital read in binary number. EXPERIMENT SETUP Figure 7: Blok diagram hand glove control system The hand glove controller has been developing in order to assist disable people to accelerate the wheelchair. Figure 7 shows the 5 main part combine together to perform hand glove control the wheelchair movement and the Arduino board becomes important electronic device. Figure 8 : Hand Glove with Flex Sensor Figure 8 shows the assembly hand glove with flex sensor. It is portable and easy to handle. One hand is used and there have four flex sensors that attached on the hand glove. Each sensor is fitted with the length of each finger except thumb. For each finger has their own function to control the movement of wheelchair and voltage required is +5v. It will convert resistance input from sensors with analog read to digital. Each finger for each sensor also has own function to accelerate the wheelchair. Table 1 shows the function and motion for each sensor. The new development of hand glove controller consisted of Arduino, PWM and wheelchair system. In this project, the c language has been used as a medium of language and it already programmed into Arduino Uno. The source code is written based on the performing work decision and control algorithm based on hand gesture. Figure 9 shows flowchart for algorithm to accelerate the movement of wheelchair. Figure 9: Flow Chart for Algorithm Hand Gesture After the source code has been programmed in to Atmega328 microcontroller (Arduino UNO board), the hand glove controller system is test by two different method. The first test of the programming is without DC motor. Second test, the programming will test with DC motor are conducted in order to see either the development of control algorithm is functioning or not.     Ã‚   Figure 10: the assembly hand glove system with wheelchair Figure 10 shows the real situation where people seat on the wheelchair with hand controller system. In these experiment two normal male subjects, age 25 with weight range 50-70 kg. For second test, the performance was good and the mechanism in good functional. The DC motor was performed based on the signal provided by dual channel motor drive with algorithm. Table 2 shows that hand gesture and direction of wheelchair movement. From this test, the control system implementation using this hand glove system development is quite successful with the wheelchair system. Therefore, it also gives the disable people use wheelchair without assistance in their daily activities. DC motor has been controlled by motor controller with interface Arduino that was programmed by C language. The wheelchair stops when the PWM value for each sensor below 50Hz or more than 150Hz, DC motor stop. For forward slow and fast, sensor A value 50Hz150Hz then motor are accelerate. For sensor B, C and D, PWM value has same as sensor A to produce the different direction. CONCLUSION In this project, the development of hand glove controller for rehabilations aids is propose to assist the disable people that have problem such as walking. It will help them to control the wheelchair more easily. The implementation of control algorithm and device into the system hand glove become succesfull.This application, it will be easier the disable people or patient to control wheeelchair by their self. In addition , the development of algorithm for hand gesture gave some easily to control the system and it comfortable. There, the objectives of this project can be said as successfully, which is algoritm can give instruction the motion of wheelchair.
